Amendment to the Road Name Address Act(effective as of June 9, 2021) Changing Address System. How does it affect in our daily lives? Even overpass and Underground space now have addresses, making it easier to locate them

On June 9th, 2021, the revised Road Name Address Act was enforced in Korea. Adds convenience to people's lives! Ensures safer living! Boosts the address information industry! 1. 3D Address System 2. More detailed location information 3. More convenient address services

1. 3D Address System. The two-dimensional flat addressing system has been expanded into a three-dimensional spatial concept. Category: Road naming Target roads. Before: Ground Roads(surface). After: Ground Roads(surface). Three-dimensional Roads(overpass, underpass). Internal Roads(passageways inside buildings and structures). Address assignment is possible for convenience facilities and subway station stores adjacent to the elevated highways.

The eligible roads for road name addressing will be expanded from ground roads to elevated highways, underground highways, and passageways inside buildings and structures.

2. More Detailed Location Information. The address system centered on buildings will be expanded to include objects(address of thing) and open space(base number, national grid code). Category: Finding House. Finding apartment(building/floor/unit). Finding object. Finding open space. Roadside. Mountain, etc. Before: Road name address. Detailed address. National grid number. After: Road name address(411 Sejong-ro). Detailed address(411 Sejong-ro. #2-604). Object address(211 Sejong-ro, Rest Area). Base number(300 Sejong-ro). National grid number(Ba Sa 1234 5678). Location guidance is also available for Multi-purpose facilities(such as parks, bus stops, etc.) and public spaces.

Road name address. The building will be assigned a road name address which is indicated by the road name and building number. The base number and road name of the adjacent road where the building's entrance is located will be utilized. Road name: Setting up road sections in the west-east and south-north directions and assigning names. Base number: Dividing road sections into 20-meter intervals and assigning odd-numbered addresses to the left side and even-numbered addresses to the right side.

Detailed Address. Detailed addresses(building number, unit number) will be assigned to the internal units of a building. Apartment house : uses the building, floor, and unit number in the building register. Others (multi-household housing, etc.) : request for detailed address assignment.

Object Address. Address of thing will be assigned to indicate the location of multi-use facilities. The address of the thing consists of road name, object number, and type of facility. Sample : Taxi Stand, 3 Hannuri-daero, Sejong Special Self-Governing City. *Eligible facilities (more to added in the future) : pedestrian overpass elevators, bus stops, taxi stands, rest areas, small parks, children's parks, emergency water supply facilities, emergency boxes, drone delivery locations, riverbank parking lots, earthquake/tsunami shelters, outdoor evacuation sites.

Base Numbers and National Grid Code. Base Number : road names and base numbers are addressed to open spaces along roads. National grid code : National grid Code is addressed to mountains and other terrains. Roadside: Displayed on utility poles, etc. Base number. Mountain, etc: Displayed on 50cm or longer exposed facilities. National Grid Code. Base numbers and national grid codes are used to indicate locations in emergency responses.

3. More Convenient Address Services. Address services become more convenient for the people. 1: Enhance people's rights to request addresses. 2: Resolve address blind spots. 3: Alleviate citizen's inconvenience.

Enhance People's Rights to Request Addresses. The right of citizens to request a road name address will be expanded. Authorization to apply for road names: No road name for frequently used roads > Request for road name assignment. Expansion of property owner's right to request a detailed address assignment: (Before) A tenant's request is required > Building owners have the right to request a detailed address for their property.

Resolve address blind sopts. Road names can be assigned even in areas where administrative boundaries have not been established. Address can be assigned by: - if Si/Gun/Gu has not been decided: Si/Do Mayor/Governor. - if Si/Do has not been decided: MOIS Minister. <Example> Administrative boundaries have not been established : Si/Do name: Jeollabuk-do, project site name: Saemangeum, road name: Saemangeumjungang-daero, building no: 3. Administrative boundaries have set : Si/Do name: Jeollabuk-do, project site name: OO-Si(Gun), road name: Saemangeumjungang-daero, building no: 3. Road name addresses are assigned to street stalls and greenhouses used for activities of 30 days or longer.

Alleviate citizens inconvenience. In case of a change in the road name address(excluding relocation), the relevant public institution will directly update the address of the related documents without the need of a request from citizens. Before: A citizen requests address update by visiting the relevant public insititution. After: The institution updates the address within 30 days. Related public records: 19 records including family register, building register, agricultural land ledger, resident registration cards, foreigner registration cards, etc. No need to pay a visit. The central/local governments update them for you!
